[Feature]: Request New feature parameter --config-file in New-AzAksMaintenanceConfiguration - Powershell module

Description of the new feature

We would like to have this parameter --config-file to be used in the PowerShell module. For now, we don't have this option.
This parameter only exists in CLI.

Autorest v4 will bring new parameter JsonFilePath. But upgrading to v4 will cause breaking change. #24287
