Applications Not Loading

Summary

Got the steam version and now occasionally apps will not load even after full application refresh or restarting borderless gaming only after restarting the computer will it work again.

Steps to reproduce

1.Doesn't happen every time but I boot Borderless
2.Boot application to use it with
3.Application does not show up in Borderless
4. Doesn't fix until I restart
5. If I manage to add it to favorites, I don't have an issue with it not working

One More thing I noticed, If I verify integrity of game files through steam 1 file fails to validate. After the file is reacquired if I boot Borderless close it and check integrity again. The file fails to validate again.
