Create a GET or POST route (behind authentication of course!) that fetches a random quote from the database. This should return either plaintext or a JSON object with a key quote

This Pr: ComputerScienceHouse/CSHMembersPortal#90 does exactly this! It uses the new QuotefaultAPI with the same DB information
