Provide textproto serialization option.

Sometimes it is good to be able to have a human-readable representation of a proto. Since ProtoBuf provides this functionality, it would be great to have that option in kotlinx.serialization.

What API do you want for that? Something like Protobuf.parseIntoText(bytes) which returns some tree structure like JsonObject?

Something like:

Protobuf.dumpText(T): String  // For writing to textproto format
Protobuf.parseText(String): T // For reading from textproto format

It should be available as part of the proto library, I believe.
