Mapping to open commit buffer for the commit that last changed the current line

The following will open a Neogit commit buffer for the commit that last changed the current line.

I think this will satisfy my most common use case for an in-editor git blame, for deeper dives I will probably set up https://github.com/sindrets/diffview.nvim at some point.
