[Chart] Allow customising of the "NoData" label

Currently it is not possible to customise the "NoData" message that is displayed in an empty Chart.
Please allow us to customise it.

I am looking forward to see this change get implemented in future versions. However, I would add one more thing to this feature:

If datasource for the chart is an empty ObservableArray or a null value, "No Data found" label should be displayed. Currently, that is not the case. Please correct me if I am wrong :)
