When some player grief with fire, he sets fire to several blocks, then the fire starts to spread and the installation of a new block is not logged. Because of this, a fire appears after /ledger rollback, due to the fact that there was an entry @gravity block-break fire

add a new source: @fire-spread, for @fire-spread block-place fire entries
