Upgrade Azure SDK to 1.0.0 #3

Right now the requirements for this package are pulling in 1.0.0, even though it's only compatible up to 0.11.1.

We may even be able to use the new azure-storage.

Pin azure version to before 1.0.0

There were some major breaking changes in 1.0.0, this allows us
to start working on #3

This also bumps the version number to 0.0.4, the last in the 0.0
line.

This should be fixed as of 48546cc.
