develop a structure and system that allows us to easily combine or divide regions from HCP, Thomas, etc.

Chris wanted something like this for the lookup tables. For example, there would be a column that labels the regions by the colored regions

This seems like grouping would be easy to incorporate into the lookup table. Splitting not so much. It also raises the question of if a region is shared by multiple groups at once. We would need tiers.
