useCanGoForward hook

Similar to the useCanGoBack hook, a hook to know whether the history can be safely navigated forward using router.history.forward().

Right now we have no other option but to use internal __TSR_index history state variable, and it's not reliable since the history length can be greater than the last index you'll ever get using router.history.forward().
