Why you believe this to be a false positive:
Without these two domains, Xbox Dashboard on the Xbox console (tested on Series X) and achievements do not work correctly. This will probably also be the case for last-gen Xbox One. Over time, this will lead to "Local cache almost full" error message being displayed after bootup. This error can only be resolved, after removing the blocked ads list and reboot the console. Xbox seemingly can't empty its local cache to the Microsoft servers and this also impairs achievements functionality.
