As a state admin, I need to be able to lift a encumbrance from a specific license or privilge, specifying an effective lift date based on final legal decisions made against a practitioner.

Notes

Can use same endpoints, with PATCH instead of POST to amend the existing encumbrance.
Lifting encumbrances from associated privileges for a home state license will be completed as part of #674

Questions

Should there be any notifications for this (or is that post MVP?)

Does this lift from all licenses (in the same state?) - no, AA only apply to specific license, so they would only be lifted from specific license

Not sure if this is the right place for this but somewhere we will want to make sure that applying and lifting an encumbrance are both reserved for state staff only, not compact staff
