Feature: Chrome Extension for opening PRs in VS

Having a mini chrome extension that reports back to VS is an interesting idea. We could then sync with the browser context - e.g. what file, diff or PR they're looking at in the browser.

Suggestion: this could be a feature the refined-github extension may be interested in adding as a checkbox/option? I'm not sure, just throwing the collaboration idea out there.

Great idea @NickCraver! I'll have to checkout that extension for sure! I hadn't seen it before - but we love the idea of collaboration :D

Looks like it would work for issues as well. 😄

This technique would work with Chrome, Edge, I'm guessing Firefox (not tested) but alas not Tor 😆.
