Move editor GitHub menu into Source control menu #2294

Description
The editor context menu has two top level groups, Source Control and GitHub. This popular menu gets overload quickly so we try to group related items where possible. GitHub's commands should move to the source control menu since these both address the same set of activities and for consistency with our source control providers in VS.
