2019 now has a top level clone command that leads to GitHub #2295

Description
2019 introduced a new top level command under File for cloning a repository. This brings together a generic clone URL command as well as the GitHub browse repos dialog. We should remove the additional command appearing under the Open sub group to help users learn one path to accomplish their tasks across the different git hosts they may use in VS.
