[CI] Add windows debug build and test config. on Nightly

Describe the bug

Lately, we have quite a few high-exposure bugs escaped CI testing, all on Windows when build in debug mode.

The ask is to add a Windows debug build and testing config in Nightly to catch these bugs early.
