build(deps): bump tough-cookie and nrm

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [nrm](https://github.com/Pana/nrm). These dependencies need to be updated together.

Updates `nrm` from 1.2.5 to 1.2.6
