Ensure hover state and other mouse events are updated after layout #751

Hover states are only updated when the mouse has moved. This can lead to out of date state though when the layout changes without the mouse moving.

A previous attempt to fix this issue happened in #747 and in #748 but this was leading to stack overflows.
