Sankey chart circles "leaking out" from behind bars when bars are very tall

Description

I'm using sankey charts to illustrate mail campaign effectiveness. My theory is that if a bar is a significant percentage of the chart height but not a significant portion of the chart width, then the circles "leak out" from behind the bars.

Toggle the "Rough" option (near the upper right) to switch between styles. I believe the style used for the "on" state of this toggle is the purpose of these circles.

And then if we simply remove some of the data that adds states to the right side of the chart (thus allowing the bars to be wider) then the circles become hidden again:
