Describe the documentation issue

vc_redist doesn't install with Windows by default. Apps that only contain the OnnxRuntime NuGet package can't run directly on brand new Windows. I think this should be declared in the NuGet documentation. Because the developer is completely unaware of the vc_redist dependency when using the NuGet package, and the application crashes when running on a brand new client Windows without producing any error messages or logging reminiscent of vc_redist missing. This is very confusing for developers who are not familiar with vc_redist related issues.
