Brief Issue Summary

Environment:
VS Code 1.98.2+ CMake Tools v1.21.8 (pre-release)

More info:

  1. Repro on Windows, Linux, Mac
  2. We found the source file(cmake-tools.command.cmake.resetState.title) for this issue, and this type of issue should be similar to the one in https://github.com/microsoft/vscode-makefile-tools/pull/717/files: The 'CMake Tools' string should be locked in the source file

Repro steps:

  1. Create a new folder named 'Test' and open it with VSCode.
  2. Open command drop-box by press F1 shortcut.
  3. Search CMake: Reset CMake Tools Extension State (For troubleshooting), then observe 'CMake Tools'.

Expected Result: 'CMake Tools' as a proper noun should not be translated in localized languages

Actual Result: “CMake Tools” is translated

@gcampbell-msft Verified on latest CMake Tools v1.21.15(pre-release), CHT/ESN/PTB/TRK/RUS/KOR still repro this issue, do we need reopen this issue?
