I'm new to gallery-dl and I'd like to know how to configure the config file to skip previously downloaded files when a gallery-dl archive doesn't exist. OR, how to scan my download folders to create a new archive per user directory.

Update filename and directory settings so that the files downloaded by gallery-dl get assigned the same names as with pixivutil2. Downloads of files that already exist in your filesystem get skipped by default.

You would need to write a custom script to scan local files and write their IDs to an archive database. gallery-dl can only generate new archive entries from remote sources:

gallery-dl --no-download --no-skip --download-archive archive.sqlite PIXIV_URL
