Issue Description

When you try to use the LXC worker, you get an error UNSUPPORTED LXC Version 6.0.2!
In the default appliance distribution, the LXC package has a newer version than the OBS worker supports. The obs* package dependencies do not restrict the version of LXC that the package manager can install.

Expected Result

build package in lxc worker

How to Reproduce

1. download official applience: https://download.opensuse.org/repositories/OBS:/Server:/2.10/images/iso/obs-server.x86_64-oem.iso
2. install applience to vm/bm host
3. change worker to lxc in /etc/sysconfig/obs-server: OBS_VM_TYPE="lxc"
4. try to build some package
