This was originally part of #3998 but @rata expressed concerns that some users might not have switched to moby/sys/user yet.

So, let's postpone that for 1.4.

Proposed changelog entry:

* Previously deprecated libcontainer/user package is removed; use
   github.com/moby/sys/user instead. (#XXXX)
