It's not so much a problem, but more of a visual thing. Weather changes are quite sudden atm as you can tell by the video in additional context.
Describe the solution you'd like
I was looking around and saw that MTA has a setWeatherBlended which allows a more smooth transition. I'm not sure if this is already a part of the game, or if they essentially modded this in, but it would be so nice to be able to do this in open.mp. I realize that this requires client changes so it's probably a long term suggestion, but I wanted to throw this out there regardless.

There's a couple in the video, but I think the two weather changes back-to-back starting at 1:40 is the most extreme transition.
