Zend API: Negative indices in HashTable

Description

zend_hash_index_add_new and zend_hash_index_update take zend_ulong h so I can't set a negative index from Zend API whereas [-1 => 1] works in PHP.

I am calling zend_hash_index_update via FFI bindings, so I don't know if it would work.

I don't see why it wouldn't work. We kinda do this all the time in core.
