需求应用场景 请描述需求应用的场景和方式。 由于国内目前三大运营商重新进行网间结算，跨网会导致网络质量严重下滑，很多cdn如steam、App Store会在明明有同运营商且本地的CDN情况下，错误的给出其他运营商且其他省份的解析结果，如果能在给定的ip列表（即所用的运营商列表）中优先选用解析结果，并且配合smartdns的测速就能精确给出解析结果，即本地且同运营商的解析结果 建议的方案 实现上述场景建议的方案。 在ip规则模块的基础上，添加在自定义IP列表中优先给出解析结果的功能，若匹配则给出解析结果并再从中优选延迟最低的ip，若不匹配则给出列表外的结果再进行优选
