[packaging] benchmarks folder is part of the torchao wheel

Looks like with Release 0.10.0 benchmarks folder is included as part of torchao.
Before publishing wheel to pypi, benchmark folder was stripped.
For next release 0.11.0 we would like to address this and produce whl files without the /bencharks/ folder
