Can I make a citation for my quarto book, like with other quarto document, citation: true?

There is almost always a way, but here the original issue is not the same thing as yours.
The original post is about using citations: true which according to the user does not work for projects like book.
You are asking to move the citation to the end. Only something that exist can be moved.

For example:

• LUA filter
• post-processing
• etc.

I think my question was the same as @ManuelSpinola. I want to do the same as creating a citable article but for a book chapter, i.e., make the book chapter a citable article. I followed the instructions for articles, but they do not work for books.

Citations are for single documents at the moment.
Chapters aren't single documents as they are merged together especially for PDF format.

Note that if you really want to do this you could switch to website project and tweaks navigations to have closing closer to the book project type.

If I switch to website I would loose cross-referencing across chapters and other stuff and it would take a lot of tweaking for making it closer to a book. I guess I will create a nice .qmd with the attribution info and include it as needed.
