Release 7.0 RC1

@bollhals has suggested that we should produce a 7.0 RC soon. The biggest outstanding item right now is the change log.

No ETA. As you can see the remaining PRs for 7.0 are very large, affect huge amounts of the code, and need to be brought up-to-date with the current master branch.

There isn't. Two large community contributions are in the works:

• Adding System.IO.Pipelines to replace Channels and Streams (replaces #949) #1199
• Implement full async channel #982

@CrazyMushu if you'd like to move things along, review those branches and provide suggestions. I believe #982 needs to be brought up-to-date with main.

Keeping this issue open isn't accomplishing anything so I'm going to close it.
