picotool version (2.1.2-develop) is not compatible with SDK versions <=2.1.1

Hi All

I am not sure where the problem lies, but when setting up an installation using https://github.com/raspberrypi/pico-setup the examples will not build due to an incompatibility between picotool and the pico-sdk, I have filed an issue here raspberrypi/pico-setup#51 but if I am honest I don't know where the originating problem lies.
As these are differing repositories I wanted to reference it here - if this is wrong please close

I am surprised nobody else has raised this issue :-/
