In copilot's agent, the edits are sometimes stuck at the last step

I'm seeing the edits in copilot being sometimes stuck at 99% and not proceeding. Chances are we are not sending the end of the stream or such.

In that case there was a formatting issue in the stream chunks that caused a client to not recognize it as valid data, so the final response was not displayed

Might be!

Interestingly enough, I'm not seeing the bug with the regular "edit" mode, only the "agentic" one. But we'll fix this bug after getting the pipeline refactor in first. (copilot in agentic mode doesn't work at all without it)
