While you include a publiccode.yml in this repository, the standard seems not to be referenced anywhere in the documents.

NB: The referenced Foundation for Public Code bears AFAIK no relation to the YML spec.

Does the Chancellery intend to stipulate a mandate for publiccode.yml in 'federal code'? Or a 'strong recommendation'?

We’re currently exploring the publiccode.yml format to evaluate if and how it could be useful for our work — particularly in the context of building an OSS catalog. We’re always interested in external perspectives: what’s your take on it? (We’ve also taken note of the recently released EU OSS catalog, which builds on publiccode.yml files.)
