feat: Adding cursor & copilot instruction rules for better AI responses

Is your feature request related to a problem? Please describe.

I have tried to use cursor AI and it has many problems, like not using tRPC sometimes and it doesn't follow the folder structure that the t3 app has, for example it may create trpc route files in other folders.

Adding cursor & copilot rules.
