Remove redundant scripts from utilities/

The "Format-Code" and "Get-CodeCoverage" scripts are no longer necessary because their functionality is now available as tasks in the build

The "New-Release" is essentially just a wrapper around nbgv without any real value.
Running "nbgv prepare-release" directly is sufficient
