Update observers to make `MSE` the default

Is your feature request related to a problem? Please describe.
Update such that the MSE is used as the default observer as opposed to MinMax.

Describe the solution you'd like

• The default observer should be set to MSE when the user does not specify anything specific
• Should run validation test to make sure the observer is being selected correctly when used as default
