Currently, the package news up a EncryptedAssertionWriter which extends the abstract class EncryptedElementWriter which defaults to AES128_CBC for the block encryption algorithm and RSA_1_5 for key transport encryption.
In this PR, I added optional config variables that are read on a per-SP basis that allow changing these two algorithms.
Existing users implementations should not be broken by this change as written - but I'm working on adding a test suite to this package for future changes.
