Update Xamarin.Messaging and renamed Xamarin paths

Brings important changes around Xamarin deprecation and Mac paths:

• Updated Xamarin.Messaging to 18.0.103-gc76f57bd7e
• Added target before SayHello to set default Messaging context path values
• Adapted code to Messaging API changes
• IL merge BouncyCastle.Cryptography (new SSH.NET dependency)
• Updated from old Xamarin path to new maui path in test scripts
• Fixed CompileNativeCode to correctly resolve dotnet packs paths

@dalexsoto @rolfbjarne this is needed for Dev18, so not sure which branches are the right ones to backport

@mauroa if this is dev18 only then it should be put in the net10.0 branch only

@dalexsoto we want to cover every possible user scenario. I think a user with dev18 might use net9 or event net8, so we should probably backport there too.

On the VS side, we've added backwards compatibility support new SDK versions with dev17
