PR Description

This PR adds my GSoC 2025 draft proposal for the idea: AI UI Designer for APIs.
I’ve added the proposal markdown file under doc/proposals/2025/gsoc/ as per the instructions.

I would love to receive feedback and suggestions from the mentors to improve and finalize my application!

@AllenWn Please send a PR converting an API response into Flutter UI.
Also, add more implementation details like how the API Response will be converted to Widgets via LLM (Ollama, or API) and how exactly this dynamically generated widget will be rendered.
