Normal reload functions now bail if they arent saved. Reload-all still reloads all saved files

Yet another yet another continuation of #7948 and #5911 and #11234.
Based off of #5911, fixing feedback and conflicts, since the original author was inactive. This also brings in the integration tests from #11234, which I slightly modified.
