feat: add kubeflow pipelines to core

📌 Summary

This PR adds Kubeflow pipelines (KFP) to core as alfa app. Highlights:

• OBJ bucket for KFP created by OBJ wizard
• MySQL deployed with Recreate strategy
• Alpha chip

• Custom Helm chart (based on https://github.com/kubeflow/pipelines/tree/2.4.0/manifests)
