This PR adds documents for the three new variables created in open-webui/open-webui#13494 and open-webui/open-webui#13379 that allow the user to setup Azure STT/TTS for non-Azure commercial endpoints. Also included is a variable to set the maximum amount of speakers to recognize for transcription.
