ZTS: Use Ubuntu default url for cloud-image

Motivation and Context

The default download URL for the Ubuntu Cloud-Images didn't work when we intruduced the qemu-runnner.
It seems, that this changed now. So let's use the default Ubuntu download location.

How Has This Been Tested?
