Closes #480

This PR does the following:

  • Adds a "dApps" section to tutorials. This probably should be changed, suggestions are welcome!
  • Adds a tutorial for building a CLI application using PAPI with the use of a template (maybe we can put those templates / boilerplates under polkadot-developers)
