I don't know if this needs a news file (I didn't fully understand the meaning of the holding text where it said the PR can act as its own newsfile) to be created as it is creating a GH issue template in the repo, but touching any of pip's code.

Hi, perhaps this could make use of the process extension? Bike shedding a little, could please we use H3 instead of bold face for sections—I find them much more visually pleasing rendered as well as in plaintext?

I don’t think a news file is needed.

I'm not familiar with this. Can you explain what you mean?

could please we use H3 instead of bold face for sections

I originally was using H2/h3 but changed to bold in order to keep consistent with the format of other templates.

@ei8fdb, from the docs,

Changes to the processes, policies, or other non code related changed that are otherwise notable can be done using a news/<name>.process file. This is not typically used, but can be used for things like changing version schemes, updating deprecation policy, etc.

A pointer to this issue template in the changelog might help but as @uranusjr said, it might not be necessary.

I'll close this PR as instead of using a GH issue template for gathering this informaiton, it will be gathered using a form as explained in PR 9017 comment.
