The compatibility matrix does not include the latest few builds of TorchAudio, the SoundFile link in broken. This change updates both issues.

@huydhn - thanks for the review and Merge.
@spzala - various stages of the build have failed but it looks unrelated to my changes, the builds have been failing for weeks. I'll look to see if I can do anything to fix it.
