Even for the root user it might be useful to leverage copy of the system_cachedir to actual cachedir location. For example if the cachedir location is altered using --setopt, or for dnfdaemon which uses its own cachedir location.
It's located at /etd/dnf/dnf5daemon-server.conf and currently can be used to override main configuration options.

Introduce a separate dnfdaemon configuration file for daemon specific config overrides - currently it overrides only the
cachediroption.
