Upgrade to OPA 1.2.0 version
Skipper is currently on 1.0.1 version. Next available OPA version is 1.1.0.
Why skip OPA 1.1.0?
It carried a breaking change in OPA envoy plugin with open-policy-agent/opa-envoy-plugin#628. It was suboptimal to move forward with this change in Skipper. Hence the method was re-added as suitable in the newly refactored code base via open-policy-agent/opa-envoy-plugin#667 and released with this 1.2.0 version.
It carries a significant number of optimizations and support for parameterized tests as highlighted in release note.
